In 2000, S.L. Nusbaum Realty Co. entered into a joint venture with Robert Casey of C.C. Casey Limited Company in Williamsburg, VA. The goal was the development of a 200,000 SF retail shopping center on 25 acres on the North West quadrant of the intersection of Route 199 and Monticello Avenue in James City County, VA. The site was part of a larger parcel of approximately 182 acres owned by Casey to be developed as a mixed-use community, soon after SLN was engaged.

As the JV partner with development leasing and management experience in retail, office, and multifamily projects, Jim Gresock and his development partners at S.L. Nusbaum Realty Co. advised and consulted Casey on the orderly development of all design elements. These included the shopping center and office tracts. Jim also consulted on adjacent properties with stakeholders such as Virginia United Methodist Homes (now Pinnacle Living) developers of what is now WindsorMeade of Williamsburg, an upscale retirement community of over 100 acres.

In addition, 34 acres was developed by Oxford NTW Development for 247 townhouse apartments. Jim supervised the rezoning and subdivision of the shopping center tract as well as the development process from initial due diligence through site plan and building plan design, review and approval by the New Town Design Review Board and James City County Planning Department. Jim coordinated infrastructure work needed for the entire tract with VUMH and C.C. Casey through development and cost sharing agreements. This involved road construction, signal installation, utility extension, and storm water management.
